Campaign Positions: Healthcare Reform

The individual health insurance marketplace needs to be fixed, but the healthcare bill passed by the Republican House of Representatives in 2017 would be a disaster for America.  Tom opposes the House bill and instead proposes a public option for the individual health insurance marketplace. This approach would provide an affordable, portable, and comprehensive insurance option.  Tom also supports polices that would give US taxpayers more negotiating power and transparency when dealing with drug companies and drug prices. The US is currenting paying a disproportionate share of the cost of these drugs compared to the rest of the industrialized countries.

Women’s Rights

Tom will fight for equal rights for women, for their right to make choices about their reproductive health, fight efforts by Republicans to defund Planned Parenthood and support workplace policies that address women’s issues such as paid parental leave and equal pay for equal work. Tom supports measures that aim to prevent violence against women and promote lifesaving services for all victims of domestic violence, sexual assault, dating violence and stalking, without discrimination.

Education Reform

Tom believes that a child’s education is a major contributor to his/her success in life and that we must work to make sure each child has access to quality education. As part of this effort Tom will work to ensure that adequate federal money is allocated to K-12 programs, expand quality pre-K programs, and oppose the Trump budget proposals to implement massive cuts in federal education funding that redirect funds from public programs into private charter schools. Tom will support changes to federal loan programs that provide incentives to encourage prospective students to enter programs geared toward science, technology, engineering and mathematics and reform student debt programs so that individuals struggling with debt can restructure and refinance their loans.

Tom will work for pro-growth policies that create good paying jobs for American workers. These policies include investment in job training programs, fair trade agreements, investment in infrastructure, business tax reform, expanding high speed internet to rural communities, increases in minimum wage requirements, investment in carbon free energy sources, and immigration reform.

We must uphold our commitment to ensuring veterans have timely access to quality healthcare. Tom will fight to boost hiring of doctors, nurses, mental health providers, and additional medial staff needed to fill the over 20,000 vacancies that exist in the veterans’ health system.

We only have one earth and Tom believes that protecting our planet now is critical to preserving our environment for future generations.  Climate change is a scientific fact and it poses a serious threat to our nation, particularly our coastal shores. Tom is proposing incentives to boost carbon-free sources of energy that will reduce greenhouse gas emissions; and he strongly opposes offshore drilling in Virginia.

Criminal Justice Reform

Over the past four decades, our country’s incarceration rate – the number of prisoners per capita – has more than quadrupled and is now unprecedented in world history. Today, roughly 2.2 million people are behind bars in the United States, an increase of 1.9 million since 1972. Tom supports criminal justice reform that changes mandatory minimum sentencing rules that would give federal judges more discretion to impose shorter sentences and make decisions on a case-by-case basis, as well as reform that reduces incarceration rates for low-level nonviolent drug offenders and teens.

Defense and National Security

Tom is committed to ensuring our military has the tools and support it needs to defend our country against an ever-increasing array of threats.  When we think of this nation’s defense, we think …Virginia. Virginia is home to the Pentagon, to the largest naval station in the world, Naval Station Norfolk, to multiple military bases, and to our nation’s only aircraft carrier builder, Huntington Ingalls Industries-Newport News Shipbuilding. The Commonwealth also has the largest defense civilian population in the country. The armed forces of the United States are the strongest and most capable in the history of the world.  But our military needs investments to maintain its highest readiness.  Tom also believes that we must continuously work with our allies around the globe to combat the terrorism threat by coordinating security information and resources, building better relations with Muslim countries, addressing the issues of poverty and oppression that allow terrorism to thrive, and providing support for local ground forces to drive terrorists from their territories and training camps.

Tom strongly supports Net Neutrality.  Net Neutrality is the basic principle that prohibits internet service providers from speeding up, slowing down or blocking any content, applications or websites you want to use, such as NETFLIX. Net Neutrality is the way that the internet has always worked. Neutrality is crucial for small business owners, startups and entrepreneurs, who rely on the open internet to launch their businesses, create markets, advertise their products and services, and reach customers. We need the open internet to foster job growth, competition and innovation.
